Hello, before the F1 visa, the university will issue you the I20. Once you receive the admission offer ( here you need to pay the enrollment fee) you must show financial evidences supporting one year tuition fee and living expenses. After you have received the I 20 you need to show enough funds for the entire course duration that is tuition fee and living expenses. The amount to be shown is generally provided by the universities.

Post graduation in the engineering field from an institution of USA would definitely be better than doing post grsaduation form India or from any other country as that helps more in getting a job in USA companies and they are definitely more paying.

Dear Bicky, generally the unranked or tier 3 universities are cheap comparatively. However the top ranked public universities are also cheaper.It is difficult to name them all, you can refer to QS world ranking.
