In order to pursue undergraduate degree from UK you need to 12th pass from recognized education board with good academic record preferably 60%-70% plus in class 12th plus you need to take TOEFL or IELTS test to prove your english language proficiency.
For admission in undergraduate degree in UK universities you need to have IELTS score of 7 with no individual band below 6.5 or TOEFL score of 90 with no band less than 20.
The eligibility criteria for admission may vary from university to university.

If you are cost conscious then Canada is better else go for the US. Having said that both the countries require 16 years of education for Masters course. So make sure you have 16 years of education. Additionally you need to appear for GRE (+300 score expected) and IELTS/TOEFL (6.5+/95+) and ideally should have a good academic background (preferably 60%+ throughout)
