Great faculty
Great placement record

Yes, you can switch the branch from mechanical to CSE. If there is a seat available in for CSE branch and you should have a good score in the 1st year.

Please go though Cut off for ISC board. And even if you are not eligible for IISER you are still eligible for othrr exams like CUCET IIT-JEE etc. So All the best.
