In the question you have mentioned about SC/ST category. So I will stick to them only. Generally the cut offs for these categories are low as compared to the General category.
Normally COEP and VJTI have close cut offs and both the colleges are good.
Below I have mentioned some of the predicted cutoffs for COEP.
Computer: SC:160-165, ST:150-155

Yes they allow admissions through MH-CET But the seats for other states are very less as compared to Maharashtra.

Hello Priya, presently govt of Maharashtra is slated to conduct entrance exam called MHTCET in the month of August. Then they will conduct centralised counseling. Then only this institution will announce its cutoffs. Knowing cutoffs of previous years is if no use since actual opening and closing ranks of students who got admission is available on the college website. Suffice it to say that it's reputation is next best to IIT Mumbai. As a result the closing ranks are really High.
