Students having a valid score of 95 percentile and above in CAT XAT or GMAT are eligible for a full tuition fee waiver at VIT Vellore. However, I couldn't find any information about the minimum PCM score required for admission to the B.Tech programme in CAT 1. I suggest you contact VIT Vellore directly to get more information about their admission requirements and eligibility criteria. You can find their contact details on their official website.

It is difficult to get CSE in VIT Vellore or Chennai campus with a rank of 23500. However, you may have a chance of getting CSE in VIT Amravati campus with this rank. The fees for CSE in VIT Vellore campus is around INR 1.98 Lacs per annum. The fees for CSE in VIT Chennai campus is around INR 2.66 Lacs per annum. According to the cutoffs for VIT Vellore in 2021, the cutoff for CSE in category 1 was under 5K rank. However, the cutoffs change every year based on various factors such as the number of students who appeared for the exam, the difficulty level of the exam, etc. So it is difficult to predict whether you will get admission with a rank of 5900 in VITEEE 2021. VIT University, Vellore campus, the closing rank for Computer Science and Engineering (with specialisation in AI and Robotics) in Category 1 is 2800. However, I could not find the latest cutoff information for VITMEE. I hope this helps!
