7 years ago I finished my B.Sc (PCM) in Himalayan University. Can I do my B.Ed in Karnataka after B.Ed? Is it valid to get a government job?

Yes, you can do B.Ed after your B.Sc graduation, and B.Ed is also approved by AICTE. So, don't worry go for it.

B.Ed is a full-time programme offered at Karnataka State Open University, Mysore. In your case, you can go for distance learning/ correspondence B.Ed from colleges like IGNOU.

Yes, but you need to give its state level exam and if you clear it then you can get the admission.

Yes, you are eligible to take admission in B.Ed in the same university but not in the same year. After the completion of your Masters, you can apply for B.Ed. At a time, you cannot apply for two different courses either in the same university

Normally, certificates are handed over personally in convocation ceremony. If one can not attend this, then they are sent by post/ courier. I suggest you approach your college staff about this. If no answer then approach concerned
