For a distance course MSc(IT) degree, you have options like IGNOU, Universiry of Madras, Birla Institute of Technology, etc. These are Govt. colleges which only provides books for learning and an e-portal.
However I would suggest you to check Sikkim Manipal University (if you do not have any financial constraints) as it is one of best option in terms of placements, visibility, and newly developed learning methods:

I am not sure about Mumbai, but here are list of few college:
Baba Farid University of Health Science Faridkot, Panjab INR. 0.40 Lakhs to INR. 2 Lakhs.
Rama UniversityKanpur, Uttar Pradesh INR. 2 Lakhs to INR. 4 Lakhs.
Government Medical College, Amritsar, Punjab INR. 0.60 Lakhs to INR.3 Lakhs.

Since it is a part-time course, you will have to approach the college directly. The eligibility criterion is very relaxed and you should be eligible. Part-time courses are usually at weekends for a day or two. You can take classes and study at home.

Admission in the University of Mumbai for M.Com is merit-based. The university announces its cut-off list and your admission is determined on the basis of the marks obtained in your graduation. You can visit the official website of the university to know the cut-off as the first cut-off list is already out.

MA in economics is not offered in the Institute of Distance and Open Learning.
