This is the eligibility criteria for UG an PG courses provided by COE Pune is admission in B.Tech Degree will be done on the basis of Maharashtra Combined Entrance Test (MH-CET) which will be conducted by the government. If seats remaining vacant will filled through Institute level counseling based on the rank obtained in JEE-Mains. Eligibility Criteria for M.Tech :
Students who want to take admission in M.Tech courses, they will have to follow some requirements in set by the governing authority in order to get the admission. Candidates should have minimum 60% aggregate in class 12th in Engineering/ Technology or equivalent or CGPA of 6.5 on a scale of 10 or equivalent (CGPA of 6.00 in the case of SC/ ST). Candidates should have a valid GATE score for regular or full-time students. All Non- GATE students will have to appear in the entrance test conducted by the department in which he/ she is applying.

You have to appear for JEE /CET exam, and also HSC exam.
There is 50% importance to each exam score.

So I am sure you are asking the question perhaps with the assumption that a person has failed and then subsequently cleared HSC and then went on to score good marks in MHT CET. Yes, he will be definitely be eligible to get admission in PICT or COEP, after fulfilling all the related criteria if any.
