CAT score is accepted across most of the colleges in India unlike UPSEE which is accepted mostly in UP. As these exams are just entrance exams and your performance would only decide your final placement, I would refrain from commenting in this

Your score of 60% would prove as a detriment factor for your IIM A call. Aim for colleges like FMS which do not five any weight-age to your past acads for admitting students.

Your acads are on the lower side for a call. Still I would suggest you to secure very high CAT percentile (upwards of 99.8 percentile) for increasing your chances for a call.

Yes, because IIM's consider the academic performance of SSC and HSC as well. So, your dip in percentage in 12th will be a negative point in that case.

Please mention your category. If you are a general category then your HSC marks can play foul to your admission. Anyways, try to score high in Bachelors to get a call. Also, try to score high in CAT.
