Possible barriers so to say for student outside Maharashtra is largely Admission and this is not limited to ILS, it is the same for most colleges like GLC Mumbai, KC Law College, DES Law College. Earlier the process was posting documents to ILS and appearing for interview post being shortlisted. However, post introduction of MHT CET the process has changed completely. Now one needs to register for the entrance and appear for the exam in Maharashtra (which obviously requires travel). This is still fine. The main problem lies in admission rounds post result, because the schedule is released late and often changed (so financial burden in terms of travel, either one books early and has to revise or books late for a higher price). Depending on score and preference of colleges given, if one does not get allotted in first round, there nonetheless has to be a trip made to take provisional admission in college allotted and await allotment of ILS in further lists. ILS requires a competitive score for Outside Maharashtra Open category. Even after getting through the rounds (unless it is the last few rounds), the classes do not start immediately, So additional expense of travelling back and coming back. Once you are admitted in ILS I do not think there is any real barrier. In terms of staying in Pune there maybe some psychological and other barrier for first few days like change in cuisine and language, but then you get used it to or adapt. (as is the case in any inter-State travel).

ILS does not accept CLAT. It does not conduct it's own entrance test.
The admission is solely on the basis of score and ranking in MHT CET exam

With regards to the 1st question, one can always call ILS and understand or just pay a visit to ILS.
Diploma is a residential course.

Admissions in ILS are through MHT CET. While the 12th marks are considered, they are only used as a tie-breaker in case the MHT CET score of the candidates is the same.
CLAT score is not considered for admission.
