IIT Roorkee joins a growing list of Indian universities reassessing international collaborations amid rising security considerations

In a significant move reflecting India’s tightening stance on foreign academic collaborations, the Indian Institute of Technology (IIT) Roorkee has officially cancelled its Memorandum of Understanding (MoU) with Türkiye’s Inonu University. The MoU, which had aimed to facilitate student and faculty exchanges and joint academic and research programmes, has been annulled in light of national security concerns.

In a statement issued on May 15, 2025, IIT Roorkee reiterated its commitment to aligning international partnerships with India's national interest. "The Institute continues to actively pursue collaborations with global partners that are in harmony with its academic objectives and the broader vision of strengthening India’s research and innovation ecosystem," the institute said.

The development follows a similar decision earlier this week by Jawaharlal Nehru University (JNU), which also suspended its MoU with Inonu University. JNU cited national security concerns and the findings of relevant government agencies as reasons for its move, according to a report by Shiksha. The university had been advised by the Ministry of Education and other central agencies to review its existing academic partnerships, especially with institutions in sensitive geopolitical regions.

Adding to this trend, Jamia Millia Islamia has also confirmed the cancellation of a similar MoU with Inonu University. In an official tweet, the university stated that the agreement had been reviewed and terminated in consultation with appropriate government authorities.

The series of cancellations mark a broader recalibration of India’s international academic strategy, with institutions becoming more cautious about bilateral arrangements that may have geopolitical ramifications. While reaffirming their commitment to international collaboration, these universities have underscored the importance of ensuring such engagements align with India's strategic and security priorities.
