The biggest university for commerce students is obviously Delhi University there are many good and excellent colleges under Delhi University which provides regular as well as online courses including some post graduate Diploma courses, you should check.

CS is conducted by ICSI it consists of 3 stages:- foundation, executive and professional
Topics such as company law, accounts are covered, there is more theory part then accounts in CS
About viva voice. It's an oral examination asked by a panel of experts who evaluate the candidates performance based on the answers.

Either you can complete the B.Com course and then do the business law, or you can give entrance exam and enter into business law course if a college is allowing you to.

Yes, According to the new education policy you can do more than one course at a time, if you are doing B.Com from distant, you can Pursue BCA offline mode too but make sure the timings do not collide.

You can chose economics as your B. Ed subjects , it's a important subject in commerce field , everyone needs to study it , and you can earn the most by teaching economics as most of the students need guidence for it and they want to study it through teachers .

Yes , you can get admission in FMS delhi , but you have to study more for that , and you have to go through a personal interview also , so you need to be a good speaker , you need to gain more knowledge about the examination (CAT) , practise past papers , you need to clear cat , for getting admission in FMS.

In order to unblock your PRN and complete your graduation, you should contact the university or college where you were enrolled and explain your situation. They may have a process for unblocking your PRN and re-enrolling in the program.
If you are unable to contact the university or college, you can try reaching out to the regulatory body or board that oversees higher education in your region or country for guidance on how to proceed.
