No, any kind of fees can't be refunded by any college unless it's a case of double payments.

Yes, you can. You need to qualify for certain exams if you want a seat in a renounced college.

If you want to discontinue the certificate, then you need to pay the entire 3 years' fees, since you have occupied that course for all three years.

Yes, Lady Shree Ram college considers the score of DU, BE/Ed entrance exams for admission. And you cannot get admission to SRCC without Maths.
