It is not possible to do M.Com as it is a master's degree, First, complete your B.com (or graduate in any allied subject) which will make you eligible for M.com in IGNOU or any other institution.

Yes, you can do B.Com. By noncollege after passing the 12th stream with Science.

For UP TGT, you need to get B.Ed along with B.Com.
