Math doesn't matters whether you have taken it or not in your 12th grade. B.Com has nothing to do with it. Some colleges prefer math at the time of taking admission. You can cross check first what this college wants?

Both fields are equally necessary in India, and while thinking about the scope, it depends on what you do with the study. I mean, if you are well creative enough, then you can have a better scope in any field.

Yes, you can do B.Com +CS after your class 12th commerce, and it is a good choice, because CS has a very hood scope now, and it is likely to grow through years passing, and there will be good amount of jobs available for you later.
