You have to re appear for M.com part 1 to get admission in part 2. And as per UGC norms, students needs to clear the first level to appear for 2 level.

Sorry to say, but you need to be clearly pass class 12th for admission in B.Com in any college of DU. They don't allow failed students to apply for any courses.
