Hello Shamitha,
This autonomous college of Bangalore, Karnataka charges quite reasonable fees for it's Bachlor of engineering courses. For full course it charges fees of around Rs. 2.6Lacs. Remember that fees of all engineering colleges are now decided annually by a committee headed by a HC judge. So these days fees are dependent on different facilities provided by the college. I am attaching a link that will give you all the required information about different aspects of this college.

There are plenty of good colleges in India where a student can pursue his dreams of M.Tech in aeronautical engineering branch and that too within the budget that you have mentioned. Hello Nikhil,
Getting enrolled or getting admission in an engineering college is rather straight forward process. You will have to appear for entrance exam that is conducted by your state. Else appear for JEE Mains for NIT's etc. One need to appear for entrance of deemed to be universities if you want admission in any one of them. That's all. Best wishes to you.

Aircraft Maintenance Engineer course is B.Sc. Level course for which eligibility is class 12th with PCM. There are no entrance exams and admission is based on marks of class 12th. Best wishes to you.

There are hardly any colleges under MHT CET offering these two branches. Practically anyone who passes MHT CET will get admission in Aeronautical Engineering branch. For marine engineering the process is different in that there is a different entrance test that needs to be cleared. Best wishes to you.
