No, there is no such criteria by which you can get admission in SPA by UPSEE. You have to clear JEE paper 2 for this.

based on your HSC marks and NATA score it's quite difficult as MIT is the top institution for architecture itself and you need to be loaded with extraordinary marks and certificates just to enter into the competitive environment of MIT.

First of all which college? And, second thing is that I believe you didn't pass the NATA exam, as it is below the eligibility score (if not, then don't mind). And second thing is, that with these scores in both JEE and NATA it is impossible to get admission in a government architecture institution.
