You are eligible for both. If you are in 3rd year of B.Tech, then I suggest applying for UES for Army. For DGCA, apply after completing your graduation.

NCC would be helpful for Police. NSS is just for name sake. Also, Income Tax recruitment is done mostly through SSC Exam.

Admission in Indus University for MTech is provided by ACPC (http://www.jacpcldce.ac.in/me.asp).
However, 25% seats are reserved for management that means 4 or 5 seats will be filled by the institute. So, approach the college directly for admission.
