Hi,
Student visa is not given on basis of IELTS score alone. You have to first apply to an university and they must give you the admission offer. 4 is a poor score, consider a retake. Or check with the universities for ELICOS programs which are designed for applicants like you, who don't meet English language requirement. This won't guarantee a visa however.

Hello, it is difficult to locate an university which could give you an admission. Though you will be eligible to apply to most universities, you must check the entry requirements and follow the timelines strictly. Also these decisions are taken by the universities and we don't know the kind of student profiles you will be competing with.

Yes, it is possible however clarify if its an UG Diploma? If yes you must complete your Bachelor's degree prior a master course.
