Your CGPA qualifies you for a Master's degree, however, the IELTS requirement in most of the top universities is an overall score of 6.5 with no band less than 6, again you need to check the requirement with the university you are applying to or else select the ones which will take you with these scores. The next choice is you retake your IELTS after some coaching and score higher.

To be absolutely sure you would need to at least 8.5 or higher in each section, that is if you are looking for a scholarship through IELTS.

Yes, you are eligible as the cut off for most Universities is 65%, however it may vary from University to University, check out with the University you want to apply to, if I may suggest check out Deakin, RMIT, University of Sydney, UOWS to mention a few, however please select a course of 2 years duration as 1 year one will not make you eligible for a Post study work visa.
