Good morning dear,
No matter where you stay or what your native place is. The degree from any university across the country will be valid across the country. Also, there are colleges affiliated to CV Raman University in Maharashtra as well. So, there is no such restriction that you need to do it from same state. Hope the concept is clear.

You have first year to decide and think on the specialization. And, since you can't afford much fees, I'll suggest you to opt for PUMBA (Department of Management Sciences) Pune University. You can do both the courses with each other, but it is totally up to you, whether you are able to handle or not. You can pursue regular college with CS.

You can go for B.Com by registered yourself in DU website. According to the cutoff, you can apply in any DU college.
