As per your statement, you want to pursue Masters in psychology. You want to pursue Ph.D too. The eligibility criteria for Ph.D will depend on the specialization you opt for in Masters.

Accounting and IT are two different fields. For example, you need to opt for mathematics in HSC in order to pursue HSC.
You should opt for either M.Com or MCA.

After completing B.Com you can appear for civil services examination, you don't need to pursue any other course. You are advised to do self-assessment or ask your teachers for the same to check your readiness to appear for civil services examination, and if there are gaps, you may take external help in the form of coaching to crack civil services examinations

Obviously, studying in Canada is more beneficial because there you will get more knowledge and help for future. If you can spend such heavy amount to go and study in Canada, then go for it. Else go for DU.

With a B.Com degree, students can get entry level jobs in finance and accounting roles in business enterprises. In addition, students can seek job in government sector where eligibility criteria is a graduate degree. Besides, student can seek job in banks as PO and clerical roles. B.Com graduates can also seek jobs in Armed Forces and Paramilitary forces.
