I am Indian citizen but I passed B.Ed from Nepal. Can I appear in BPSC teacher exam for government job in India?

Yes why not, but in Nepal the degree must be recognised. All you have to do is apply in AIU ( Association of Indian University) for equivalence certificate one time process submit all the required documents along with some fees after verification you will get a equivalence certificate so that in future you don't have to bother while applying for studies or job purposes.
