Most of the B.Sc. Nursing admission are based on Entrance test conducted by respective Universities/ Colleges. Your 12th marks are good enough for getting admission in any reputed Nursing College. The B.Sc. Admission criteria of AFMC Pune is given below for an idea. AFMC's B.Sc. Nursing eligibility

Yes you can transfer to the government post graduate college. Noida, Uttar pardesh. You have to tell a valid reason for your change in the college and also your semester marks will also carry a weightage for you to get in the college. Do remember they have reserve seats too for every course I. e 50%
