As you know there are only 100 seats. Right? Your rank is a bit on the lower side. But do not loose hope. You have chances till counselling against vacancies that will take place in September. I am attaching a link that will give you all the required information.

It is indeed very heartening to know that you are interested in doing your Ph.D in public health or epidemiology, which are indeed very good subjects to pursue your research. Firstly, it is best to check with your teachers where you did MPH, as to availability of guide. Once it is confirmed, then you can follow the procedure required like clearing your entrance exam for Ph.D, and then deciding on the subject. Best wishes to you for your success in Ph.D.
