The eligibility criteria for applying for the counseling rounds is disclosed by the university itself. Though it happens that all the students who have secured the rank get call from the college itself.

It would depend on country, college and course. In some colleges and courses it mentions that the applicant must qualify, Bachelor's or so and so through regular programme. You might have to search each programme individually to find the exact programme and college for you.
