Biotechnology is better course now a days and your percentage is good. Top colleges for career according my view is 1-Delhi technological University, 2- national institute of technology, 3-birla institute of technology.

Check with the college, some colleges allows this, but many have restrictions. They would consider your request if you have some authentic reason.

It's obviously better to go for M.Sc. Once you finish your Bachelor's degree, there no sense in doing it again. Always look forward to the next level. If you meant MBA then I would say go for the MBA depending on the course. Career wise an MBA would be the better option.
