The basic difference between two is that B.Sc. Is of 3 years whereas B.Des is of 4 years duration. B.Des is a technical degree which is we can is parallel to B.Tech.

Yes, you pursue MS from US.
A GRE score in the range of 300 to 330; the higher the score the greater the chance of getting into a premier university. IELTS score of 6.5 and above or an equivalent TOEFL score. A good overall score in the undergraduate degree. These are the eligibility criteria for applying MS in CS.

The decision would be based on your interest areas and long term career plans. If you want to pursue a career in academics / technical / research areas then M.Sc/ MS would be a better option However if you want to move into general management / operations side then MBA would be better. Since you are keen on a government job as well you should keep both the options open and try for government job by appearing for open tests simultaneously. Government jobs are available at both Graduation & post Graduation level The better qualified you are the higher grade you will get in government jobs. Yes, you can pursue M.Sc mathematics after B.Sc computer science.
Master of Science [M.Sc] (Mathematics) in Netaji Subhas Open University (NSOU):
Candidate must be preferably honours graduate under (10+2+3) pattern in mathematics from this university or any other recognized university.
Candidate must be considered other graduate under (10+2+3) pattern if they have studied at least 300 marks in mathematics at under graduate level from this university or any other recognized university with at least 55% marks in mathematics.
Marks relaxation for reserved category candidates will be given as per the rules of Government of West Bengal.
