Percentage in last qualified exam (graduation) required for admission in M.Sc. may vary university to university (50-60%). In reputed institutes, admission is through entrance exam, whereas, in other institutes, you can take direct admission.

Yes, you can though they will ask you to provide a personal statement justifying your interest and knowledge and career plans in the desired field. You should also check the entry requirements on the university websites.
