If you have not appeared in JEE and other engineering entrance examinations, then you may have difficulty in getting admission in B.Tech. Your choices will be restricted to private universities or private engineering colleges which provide admission under management quota with enhanced fee.

Minimum 6 to 8 lacs.

You can try to get admission in NITs or IIITs of your home state.

Both are different things you cannot compare with each other. It will depend on you which one you do best but my opinion is that there are no comparison for an IAS officer. It will huge success if you got.
