Yes you should have your degree from AICTE approved institutions.but JIIT Noida is a Deemed University and has the right to give degrees under UGC

If you want a career in cyber security so it will be good if you start studying it during the B.Tech. And if you are pursuing B.Tech in IT branch then you will be having some subjects related to security. Universities like Lovely Professional University, JNU, CV Raman etc are best for engineering.

Yes, you must take GRE and TOEFL. Also be aware that there is no government college. They are known as public or state universities. Other than these, they have private universities. You may also not find M.Tech. The degree notation is MS. Best of Luck.
