Yes, candidates can apply for BTech admissions at Bharati Vidyapeeth, Pune before receiving their Class 12 board exam scores.
Registration for BVP CET is opened before Class 12 board exams are conducted. During counselling rounds, provisional admission is granted to such candidates until they submit their marksheet.

Yes, you could get into this institution in the fourth round with a JEE Main rank of 40000 if you belong to the General AI category. For this category, the Round 4 cutoff ranged from 40067 to 47610 for all available BTech course specialisations. Hence, with this rank, students can get admission to even the most the toughest branch, ie, CSE.
