As you are in last month of admission session for B.Tech so there is approximately no entrance exam left all are over almost. so your 12th score is good so you try in counseling of college through your 12th marks.

To take admission in IPU, you have to qualify the CET exam. After that, participate in the counselling process.

It depends on your choice, but it is not as good as CSE, IT, ME, ECE, Petroleum or Aerospace. If you want to go in Indian Navy, then it is the best option for you.

You don't have any chance if you belong to general or OBC category. For getting CSE in Thapar University, you should score more than 200 marks in JEE Mains
