First of all, prepare for CAT exam. Improve your English skills. Qualify CAT exam with good percentile. Then only you can get admission in IIM's. MBA will help you in better way if you do it from IIM.

As per your rank, you will get colleges like UCET-Hazaribagh, Government Engineering College Dumka etc. However, to be frank these colleges are not up to mark due to very poor quality education and lack of facilities, so take admission there only, if you want to take engineering degree

If you have done you high school from commerce background, it is always advisable to opt for a Bachelor's degree in commerce like B.Com or BBA. Still, if you are interested in software engineering you may go for it. There is no such restriction.
But, my sincere suggestion is to go for B.
