Human Resources have scope everywhere in the world.Since you have not mentioned whether you want to pursue this courses in USA or you have already pursue the same in India and now you wish to settle down in USA.
Whatever the case is, (Human resource Management) HRM in US means you have to registered as certified HR Professional from recognized institute in USA. These institutes are as follows:

That totally depend on your knowledge, interest and passion. I you are a science student, that doesn't mean you have to choose only Engineering. An Engineering degree does not give any stamp to confirm career success.

With just 48% marks in 12th, you may not be eligible for admission to many private colleges. My sincere advise to you is to go for graduation in arts or commerce or fine arts.
