Yes, you can do that because of M.Sc just a Masters of your B.Tech branch, you can do this without any problem.

Biotechnology is a rapidly developing sector.Big firms are pouring in big money into it and new business opportunities are developing in this sector. These things have led to huge increase in job openings in this sector. In short, Biotechnology graduates are in huge demand these days.
The course is a combination of two subjects- Biology and Technology. Broadly speaking, it brings together concepts of Biology and Engineering and aims at putting concepts of both these subjects together, in a bid to enrich our lives and make innovative developments. Firstly, please confirm whether you have completed your UG or not? Then I will have a better clarity to explain you the best option. If you have completed UG, my suggestion would be to go for MBA. After M.Tech in biotechnology again you will be in a dilemma to choose the next course after M.Tech to get a good job.

If college will fund your stipend for your Ph.D, it would be a better option. If not, it will take a long time to get out of this course and to find jobs either in the education field or in any other field. No company will recruit Ph.D graduates directly at the initial level because of the fact that they need to pay a higher amount for the same job that would be done by a UG student. Please select carefully. Only if they provide stipend during your Ph.D then opt for the same.

Biotechnology graduates can get a job in healthcare, pharma industry and enzyme industry. I think top pharma and biotechnology companies in India have a good scope as pharma and biotech companies are growing rapidly in India, but the challenge is many companies recruit B.Sc chemist and B.Pharm/M.Pharm graduates.

Please don't prefer biotechnology in B.Tech stream, it would be very difficult for you find jobs in that stream, Indian company HR's love to recruit only BSc student with less pay scale and won't give preference to us. Better if you would change your mind set early to switch to other stream.

It will be better if you join ECE, opportunities are less in biotechnology. I am an M.Tech in biotechnology graduate, I worked in many companies and struggled a lot, but even that was also not enough to get a job. Even payscales are less when compared to ECE stream in the industry. Even if you study MS out of the country, chances of getting a job are very tough in India. Many people said that biotechnology will be a boom in the future, but unfortunately, it did not happen.
