No, your IELTS individual band score is not good. You need at least 6 in each band. To get into a university you should aim for 7 band individual and 7.5 overall (due to competition).

You can try for GRE and try for getting a score around 310-340, which will be good enough to get good institutes for Masters in Canada.

Please understand that degree courses are always better than Diploma courses. You can do a degree course here in a good college, but if you want to study in Canada, my advice would be to go for a degree course even then.
