Whatever country you wanted to immigrate first you check in the official website the shortage skill category, weather your job profile matches any one that skills mentioned as shortage. The there is a points system for your age, education and experience and points for IELTS. IELTS is to prove your English proficiency and if your required score matched then you can do immigration. It is advisable that first you take IELTS test and based on this score you can really calculate your score. You can do this calculation online on each country website.

Hi,There is no government college as such. Universities are governed by the provinces or are private but again under. Provincial laws. Different colleges have different entry requirements, what you asked is very generic. Take IELTS because you are an international student. It is the most common. You will require excellent grades in your academics to be accepts by most institutions. Any other exams, will depend on your programme of study and the university.
