To apply a student visa, you must first apply to a university and get accepted by them. Decide what to study and check the entry requirements. Take the IELTS as well. For migration queries, you have to consult an immigration agent. This portal is not meant for immigration assistance, so you have to check with authorized agents.

Choose the course, depending on what you want. Based on your education background, you can check for PG courses in Logistics, Supply Chain Management, International Business etc. are relevant. But, it depends on your career interest basically, so choose accordingly.

There is a little difference immediately but in the long term you will require more certifications or qualifications for career growth if you choose PG Diploma. Also, these courses have different career outcomes so comparing MS and PG Diploma makes little sense. A MS is more into research and academics career. PG Diploma is a professional program so naturally you have to keep on enhancing your profile.

You have not provided any concrete information like your grades, etc., and also the colleges don't have rankings as such. You can select by checking the admission requirements, matching them with your profile, internship opportunities provided by the college, industrial tie-ups, co-op opportunities, fees, etc. Email the colleges about career assistance, etc. and find out.
