47% is too low for any foreign university, let alone Canada. You can and you should mention your disorder issue, challenges you faced and also overcame on your SOP however it won't help in too many ways since your academics are way below the requirements.
A certain set of standards have to be met. However, there is no harm trying, you can give your 100% and give a try at least. You can try applying to lesser competitive countries such as Poland, Ireland if you wish to.

Yes, you have a chance but u can't go for top universities. You can go for decent universities try.

You can pursue PG in Law. Law studies itself has so many specializations like business law, criminal law, etc. You can pursue or choose a specialization of your choice. You have to know your career plans and choose accordingly. Scope if good, legal profession is one of the highest paid sectors. No doubt you must excel in your academics and also must work hard.
