If its worth or not is something you will know, Networking is no doubt today's the biggest boom, you have to know your own career interests, what you want and decide accordingly. Check the Skilled Occupation List of these countries and look for jobs in your field and its demand.

But to answer your question, you can give your CAT again. But, you need to quit the college. If your tenure is done, you can just apply for CAT but you cannot clear it.
I think you should continue doing your PGDM in marketing, and then go for placements. Doing your CAT again is no worth of money. But, if you seriously want to give CAT again study well and then appear for CAT and quit your existing college and go for IIMS. Else, it is just a waste of money and your whole one year.

Canada's top universities are University of British Columbia, University of Toronto, University of Waterloo, University of Alberta, York University, McGill University and many more. The exact university suggestion can be given if you can specify your marks, etc. These are very competitive universities overall and gaining MS admissions in Canadian university is very difficult.
