Hello Rajan, well yes it matters and particularly if you are applying for a Bachelor's degree. For a PG course, your Bachelor's degree score will carry more weightage as it really depends on the university on how strictly they evaluate class 11th score.

Hi, depends on your academic grades not only on your IELTS.Your IELTS is no wonder very low but if your academics are strong you might get through and also a bridge course in English can be offered by the college.You should check the college and university websites for admission requirements.

Hi, yes there are courses in Oil and Gas, Oil Drilling etc. Not sure about a Masters but check these schools if you can find anything useful
