You must develop your communication skills, leadership and networking skills. Make friends and establish a local network. They are both very well respected universities and the tuition fee is below 10 lakhs at both the places. you can also consider University of Saskatchewan for the same course as well.

It is mandatory for embassy attestation. Apply immeditely for duplicate certificate in prescribed application form and pay the fees prescribed in the form of Challan /DD.
You need advertise in news papers the content how you lost it, with register number and also want to get principals signature.
