In order to pursue masters degree from universities in Canada, you need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-70% plus in graduation, plus you need to take below mentioned tests:
1. GRE scores of 300-320 plus.
2. TOEFL score of 80-90 plus or IELTS score of 6-7 bands plus.
Please note that the eligibility criteria for admission may differ from university to university.

GRE at University of Toronto is used only as a additional parameter as they don't know the quality of the institutions that we have studied outside of Canada.
So it is important you also have a strong profile and good TOEFL / IELTS exam which are mandatory.
UoToronto is one of the most competitive universities in Canada alongwith UBC and McGill (in general). So it is advised when you are applying, you shortlist 3-4 universities and then apply.
Another university which is strong for your department include Carleton-Ottawa (the programs are designed and offered jointly).

After 12th you can pursue your Diploma / Degree in Canada. But, you will be required to give the IELTS or TOEFl exam. If you score less than the required score, then universities give you admission through a English Language program - what you are referring to as Elly course.
ELICOS - English Language Intensive Courses for Overseas Students is a program that is offered by Australian Universities. Same condition as above applies.
In Canada, scoring less than the required score and going for a English Language program before your intended main program is not seen very favourably from the visa point of view.

I think you have also posted another query, which I just responded to, where in I have asked for few information.
While, Australia and New Zealand have always been at the forefront in this sector. However, mostly at the under graduate vocational Education level.
You will find some good quality Master's program in both Australia and New Zealand, and both country presently have work permit options leading to PR.
Switzerland offers one of the finest choices as far as Hospitality Education is concerned, but may not serve your PR aim.

As a Internationally trained Dentists, the entry to most programs in Canada (or most other countries) of clinical nature will be limited / restricted.
Yet, in Canada around 8 Universities offer Internationally trained dentist to take up a DDS (qualifying exam), which is a 2 year qualification.

It is difficult to suggest a university without knowing your academic background and percentage. Also some of the Universities require a good GRE score as well.
But to give you a idea about the Universities. You can look for the Universities that offer Electrical and Computer Engineering. Most universities will have modules available within the above MS or MEng program either with Thesis or Non-Thesis.
Some of the Universities that have active research in the VLSI include University of Toronto, Calgary, Windsor, Guelph, Concordia.
