Criteria for Navratna companies:
The minratnas category-I and schedule A CPSEs have obtained excellent or very good ratings under the MOU system in three of the last five years and have a composite score of 60 or above in the six selected parameters, namely
1- Net profit to net worth.
2- Manpower cost to total cost of production or services.
3- Profit before depreciation, interest, and taxes to capital employed.
4- Profit before interest and taxes to turnover.
5- Earning per share.
6- Intersectoral performance.
Maharatnas
In 2009, the government established that maharatna status would be given to PSEs to delegate enhanced powers to the boards of identified large-size navratna CPSEs to facilitate further expansion of their operations, both in the domestic as well as global market.
Maharatna CPSEs can now decide on investments up to 15 percent of their net worth.
Criteria for Maharatnas
The six criteria for eligibility as Maharatnas are
1- Having Navratna status
2- Listed on the Indian stock exchange with minimum prescribed shareholding under SEBI regulations.
3- An average turnover of more than 25000 crores for the last 3 years
4- It should have an average annual net worth of 15000 crores for the last 3 years
5- It should have an average annual net profit after tax of more than 5000 crores for the last 3 years
6- It should have a significant global presence.
