As per UGC guidelines, you can do only one degree at a time in regular format. If you want to learn anything else along with your regular degree course, then you can do a Distance degree course/ certification course/Diploma course.

Any student in any field is eligible to take UPSC's IAS/civil services exams. Even though the majority of the topics covered on the exam are from the humanities, there is also a mix of Science and business topics. Therefore, choosing arts courses is not a rational choice.

For passing out in that exam you have apply for recounting which means your paper will be checked again and if scores need to be added that will be add. If not you have to write supplementary exam.
