Painting is definitely have good career, if you plan it wisely. Just a degree alone is not sufficient. You need to have artistic mind and body. Various jobs include PGT for painting in schools which is equivalent to BD of teachers. You can be part of an art gallery, they also have an attractive salary. There is another one such big scope that is digital painting. With increasing digitalization of modern era the scope for digital painting is increasing to fold. Companies like Amazon and Flipkart offer more than INR. 12 LPA to digital painters. It's just unexplored field with a huge growth.

Yes, it is. You could appear for UCEED exam that is the IIT entrance exam for B. Des courses for all the IITs that offer an undergraduate Design degree. To appear in UCEED, the eligibility is clearing class XII-th in any stream. Why I recommend the UCEED for you is, because as your interest is in Car Design, having a B. Des degree from a technology institute works better, as you get exposure to the engineering side of things as well. After your undergraduate degree you could take up a dedicated Master's degree specialization in Automobile or Transport Design. That is a very interesting query, because most people tend to concentrate on Fashion Design. What people forget that India has glorious tradition of a textiles which is far, far older than fashion. India has always been a world leader in textiles from almost the time of Harappan Civilisation. Even today, India is very well placed in export markets because of its textile manufacturing and design capacities. It is approved as of current, but it has been revoked once in the past. I wouldn't suggest pursuing the course from here, as it could happen again because of their declining repute.

A full time course will be better. If you are not able to pursue it, then I would suggest UPES for distance MBA. They have good courses and are related to your field.
