How can you be so sure? You will only get non SPP Colleges, non SPP are more competitive, what's your percentage and what's your education background?

If you want to stick to goal i.e chef, I would recommend you to choose Diploma in chef, as in hotel management, you have to focus on various stuffs.

If you want to prepare for civil service then don't get yourself into B.Tech try some course like B.A, B.Sc. Take some literature course so that you can focus on civil service.
