If you want to study Mechanical Engineering, you can target Germany, the best for mechanical studies. Admissions will be highly competitive though but you can give your best shot at applying. Also consider Netherlands, France, Spain, Japan, Australia, Canada and USA.

I think 30% marks is considered as fail, because 33% marks is minimum.
